SUMMARY:New Jersey’s New State Plan: What It Means for the Future
DESCRIPTION:On December 17\, 2025\, the New Jersey State Planning Commission adopted the first new State Development and Redevelopment Plan in nearly 25 years. Developed through collaboration across all levels of government\, the plan provides a framework to guide growth\, land use\, and development across New Jersey. \nThe plan is supported by two companion documents: an Impact Assessment\, produced by Rowan University and Rutgers University\, and an Infrastructure Needs Assessment\, by Rutgers’ Alan M. Voorhees Transportation Center. Bloustein Memorial Lecture was established to honor the memory of these two extraordinary individuals. For nearly nineteen years\, the Blousteins dedicated their enormous energies to Rutgers\, The State University of New Jersey. The fund was established in 1988 after Ruth Ellen died following a long and heroic battle with illness. Sadly\, there was cause to broaden the purpose of the fund a year later when Edward Bloustein\, Rutgers’ beloved president\, died suddenly in December of 1989. \nThe endowment supports an annual lecture series\, that may include one to three lectures per academic year\, that is intended to celebrate the values and interests Ruth Ellen and Ed cherished and cultivated throughout their lives.

DESCRIPTION:The New Jersey Statewide Data System (NJSDS) is the State of New Jersey’s centralized longitudinal data system for public administrative data. Through coordination with partnering state agencies\, NJSDS has become a large statewide interagency platform where data from K-12\, higher education\, and labor and workforce development are securely stored to expand access and analysis to improve policymaking and performance of public initiatives. \nThis event will include lunch\, an orientation of the NJSDS system\, facilitated discussion around the value and potential of the system\, and short presentations from researchers who have used NJSDS. \nRSVP is required for this event.

DESCRIPTION:The Bloustein School will present the 18th Annual Krueckeberg Doctoral Conference in Urban Studies\, Urban Planning\, and Public Policy on Friday\, March 13\, 2026. The conference is organized by doctoral students for doctoral students engaged in urban planning\, urban studies\, health\, and policy-related research across disciplines and universities in the tri-state NJ-NY-PA metropolitan region. Named after Professor Donald A. Krueckeberg\, the conference commemorates Don Krueckeberg’s long-running commitment to doctoral education by providing a one-day forum highlighting doctoral student research at the cutting edge of urban studies\, planning\, and public policy. \nDoctoral students at any stage of dissertation research are invited and encouraged to present their work at the conference. DESCRIPTION:The Bloustein School Community and Belonging Lecture \nIn the face of a collapsing public health infrastructure and deliberate attacks on government institutions and human and civil rights\, community health and our collective well-being are at risk. As the pendulum swings widely\, the fair solution is to build lasting safe spaces for equity and inclusion\, where health equity and social justice can be achieved. While various populations are pushed off the “Cliff of Good Health\,” the power of data stories\, coalition building\, storytelling for change\, and strong policy advocacy ensures the will of the people remains heard. \nDr. Chris T. Pernell is a dynamic physician leader and social change agent. In her practice\, she focuses on health justice\, community-based advocacy\, and population-wide health promotion and disease prevention. A celebrated visionary and apostle of public health\, Dr. Chris serves as the Director of the NAACP Center for Health Equity. The Center is charged with driving equitable health outcomes and transforming healthcare systems while valuing the whole person. Prior to joining the nation’s oldest and most venerable civil rights organization\, she launched The Esther Group\, a public health consulting and health equity strategy firm. SUMMARY:Civic Engagement in an Era of Artificial Intelligence
DESCRIPTION:Renée Sieber is an associate professor at McGill University. Since she graduated from the Bloustein School\, she has investigated the intersection of civic empowerment and computational technologies. She is best known for her research and practice on public participation geographic information systems and also has conducted research on participatory climate modeling. She currently researches civic engagement related to artificial intelligence. She co-hosts the monthly Al in Canadian Municipalities Community of Practice\, now in its sixth year\, where cities exchange best practices on Al use. She has collaborated\nwith numerous federal agencies and organizations in Canada on Al policy. She has advised on the design of two Al risk assessment tools and served on the IEEE working group on Al procurement. She sits on the executive boards of GIScience and Computational Urban Planning and Urban Management. \nArtificial intelligence is sold as a miraculous cure to many of the ills of cities\, one of which is a lack of civic (local) engagement. Al can summarize and translate civic participation and even synthesize participants if desired. Add to that\, cities may be reluctant to engage citizens on Al-its deployment\, impacts\, and overall policy-because engagement supposedly slows Al adoption and because the tech contains all these contradictions. It’s opaque and can only be understood by data scientists. But it seems effortless to use\, with chatbots and software libraries. Humans can and should be in the loop but autonomous agents will save cities time and money. On top of all of that\, Al\, especially generative Al\, exerts an enormous impact on people’s lives so citizens should be involved. But governments exist in a FOMO (fear of missing out) world\, where they feel the need to optimize with Al\, less they miss their competitive advantage. This lecture will discuss these challenges and explore numerous ways that citizens can engage with cities on Al. It will also cover the dark side of Al with regard to civic engagement. \nThis talk draws on Dr. Sieber’s research at the intersection of tech and civic engagement. This interest developed in her dissertation with PhD supervisor Lyna Wiggins\, who emphasized local adoption by planners of GIS\, which at the time was hard! Throughout her career\, she has been driven to investigate the potential for civic engagement using hard tech\, especially as the discourse moves towards tech as the engine of innovation\, for example in smart cities. The series highlights experts and practitioners of planning and policy development\, offering diverse insight into topics under public and academic debate. This year’s lecture is dedicated to the memory of Lyna L. Wiggins\, a longtime professor and program director in Rutgers’ urban planning program who retired in 2019 and passed away in November 2024. A pioneer in Geographic Information Sciences (GIS)\, Lyna taught its intricacies to generations of students at the Bloustein School. Most currently practicing planners in New Jersey took one of her courses. All are invited to join us in honoring her memory.

DESCRIPTION:You are invited to join the New Jersey State Policy Lab to listen to and meet several of the many former students who have worked with NJSPL over the years. These alumni have gone on to pursue a variety of public policy-focused careers in areas including healthcare\, housing\, and economics. \nIn the four years since the NJSPL’s inception at Rutgers University\, it has employed more than 100 graduate and undergraduate students as part of specific research projects and/or in the annual summer internship program. DESCRIPTION:Hosted by NJTOD\, Downtown New Jersey\, and NJ TRANSIT’s Transit Friendly Planning (TFP) Program\, the event will feature a timely discussion on gentle density and missing middle housing in New Jersey. Experts from public agencies\, nonprofit organizations\, and local governments will share their experiences and strategies for expanding diverse housing options while preserving neighborhood character. \nMiddle Housing—ranging from duplexes to buildings with up to 12 units—have been largely sidelined since the mid-20th century\, as zoning regulations prioritized suburban single-family homes or urban high rises. Reintroducing Middle Housing into single-family and transitional neighborhoods offers a practical approach to advancing Gentle Density. \nAs municipalities work to address the state’s housing shortage\, gentle density provides a realistic and context-sensitive solution. SUMMARY:Historic Preservation and Development Walking Tour: Newark\, NJ
DESCRIPTION:This is a free\, custom tour offered by Rutgers-New Brunswick\, Edward J. Bloustein School of Planning and Public Policy and Rutgers-Newark\, Department of Arts\, Culture & Media to members of their communities and to members of the New Jersey Chapter of the American Planning Association-New Jersey Chapter. Spouses\, significant others\, children\, friends and other family members are also invited to attend. University faculty\, staff\, and alumni are all invited. No RSVP is necessary. \n2.0 AICP CM CREDITS. \nYou are invited to participate in an historic preservation and development walking tour through Newark\, NJ. Beginning at the apartments at 15 Washington Street on the Rutgers-Newark campus\, then Hahne & Co. and Express Newark\, winding through Military Park and more\, participants will see how many of the city’s landmarks have been repurposed for modern commercial\, educational\, and recreational use. \nTOUR PLAN AND LOGISTICS: Tour will start promptly at 1:00 p.m. Participants will meet in the lobby at 15 Washington Street. The tour will last 2 hours\, ending at approximately 3:00 p.m. The tour will examine how an older central city preserves and adaptively reuses its stock. \nParticipants must provide their own transportation. 15 Washington Street is less than a mile walk from the Newark New Jersey Transit Station. Or from Newark’s Penn Station\, take the Newark Light Rail to the Washington Park Station\, walk north on Broad Street\, then turn left onto Washington Street. \nThe tour is being led by Rutgers professors Anne Englot (Rutgers-Newark) and David Listokin (Bloustein School)\, as well as developers and planners working in Newark\, including Ben Donsky of Biederman Redevelopment Ventures Corp. \nAll participants will be required to sign a trip release waiver. SUMMARY:Demographic and Fiscal Modeling for Environmental Planning:  New tools from NSF-funded projects
DESCRIPTION:This event will introduce new planning tools for assessing the impacts of development and disasters on local public finances. especially the local property tax. Attendees will learn about a new\, freely accessible online database of residential demographic multipliers for estimating the population and service needs associated with increments or decrements of housing development. They will also gain experience with a new\, free\, accessible\, online modeling tool for estimating the local fiscal impacts of disaster scenarios. \nBoth tools have been validated for New Jersey and can be used in all 50 U.S. states.
