SUMMARY:2026 Policy Collaboratory
DESCRIPTION:The New Jersey State Policy Lab at Rutgers University and SPIA in NJ at Princeton University are delighted to be hosting the third annual Policy Collaboratory at the Heldrich Center for Workforce Development on Wednesday\, March 25th from 12pm-5pm. This collaborative event\, sponsored by the Rutgers Democracy Lab\, will welcome graduate students interested in education policy in New Jersey to work together and brainstorm various solutions to address access to higher education in the Garden State. \nIn consultation with academic experts from a variety of disciplines as well as advocates\, policymakers\, elected officials\, and people with lived experience\, students will work together in mixed teams to develop creative and original solutions to this policy problem. The conference will begin with a keynote presentation by Robert Kim\, Esq.\, Executive Director of the Education Law Center. Students will have the opportunity to explore six themes related to higher education access: \n\nAffordability and financial aid\nBasic needs support\nCoursework and curricular pathways\nGuidance and wraparound student supports\nMetrics and accountability\nTransfer pathways\n\nThis half-day event will include complimentary lunch as well as an optional networking cocktail hour after the conference concludes. Students are strongly encouraged to bring a laptop\, tablet\, or other writing materials for the development of presentations in the second half of the conference. \nRegistration is both free and required in order to attend.

DESCRIPTION:The New Jersey Statewide Data System (NJSDS) is the State of New Jersey’s centralized longitudinal data system for public administrative data. DESCRIPTION:The Bloustein School will present the 18th Annual Krueckeberg Doctoral Conference in Urban Studies\, Urban Planning\, and Public Policy on Friday\, March 13\, 2026. The conference is organized by doctoral students for doctoral students engaged in urban planning\, urban studies\, health\, and policy-related research across disciplines and universities in the tri-state NJ-NY-PA metropolitan region. Named after Professor Donald A. Krueckeberg\, the conference commemorates Don Krueckeberg’s long-running commitment to doctoral education by providing a one-day forum highlighting doctoral student research at the cutting edge of urban studies\, planning\, and public policy. \nDoctoral students at any stage of dissertation research are invited and encouraged to present their work at the conference. DESCRIPTION:Despite efforts to support students with severe physical disabilities\, gaps and inconsistencies in disability accommodation policy and practice can create barriers for these students’ enrollment and academic success. The New Jersey State Policy is convening a panel of experts to address related issues with a focus on students with severe physical disabilities. \nThis in-person event will be an interactive roundtable designed to foster open dialogue and shared learning. This event will be presented by Daniel Gentry\, PhD\, MHA\, President and CEO\, Association of University Programs in Health Administration (AUPHA). \n\nHe will be discussing\, “Leading at the Intersection of Healthcare & Higher Education.” \n\n\nDan Gentry is president & CEO of AUPHA. Previously\, he held faculty and academic leadership positions at Saint Louis University\, Rush University\, the University of Memphis\, and the University of Iowa. Gentry has taught in the areas of health policy\, health systems\, healthcare management and leadership\, and professional development. His research has included the financing\, organization\, and delivery of health services\, health policy\, the patient experience\, and the transition to new healthcare payment models. \nGentry has served in chapter leadership for the American College of Healthcare Executives (ACHE) in three regions of the U.S. and as Chair of ACHE’s LGBTQ Forum. He is a past Fellow\, Board Member\, and Board Chair of CAHME and a past and current Board Member of AUPHA. He is a longtime member of NAHSE and a new member of NALHE. Gentry earned his BA from the College of Charleston\, MHA from MUSC\, and PhD in Health Services & Policy Analysis from UC Berkeley.

SUMMARY:Demographic and Fiscal Modeling for Environmental Planning:  New tools from NSF-funded projects
DESCRIPTION:This event will introduce new planning tools for assessing the impacts of development and disasters on local public finances. especially the local property tax. Attendees will learn about a new\, freely accessible online database of residential demographic multipliers for estimating the population and service needs associated with increments or decrements of housing development. They will also gain experience with a new\, free\, accessible\, online modeling tool for estimating the local fiscal impacts of disaster scenarios. \nBoth tools have been validated for New Jersey and can be used in all 50 U.S. states. SUMMARY:Operationalizing Equity: Keynote of Kruekeberg Doctoral Conference
DESCRIPTION:Reference to “equity” in planning is rather ubiquitous\, for good reason. However\, moving conceptual terms from theory to practice often belies just intentions in even the best plans and processes of implementation of urban development. In this lecture\, Dr. Carolini will discuss the challenges and opportunities of moving beyond equity as a norm and consider its transition in both scholarship and practice–however complicated. While planners have long leaned on participatory decision-making strategies to ensure procedural equities and advance justice in urban planning and development\, here she will draw attention to examples of how planners can also foreground epistemic and distributive equities at the local level. To this end\, she will discuss project-level considerations of the quality of learning and knowledge production and the criticality of spatialized accounts of fairness in making legible the distribution of a project or program’s material benefits. She will leverage her research from across the Americas and Africa to argue that operationalizing equity can be more straightforward than it sounds. However\, this requires a reframing of ex-ante and ex-post evaluative frameworks to incorporate procedural\, distributive\, and epistemic equities in projects and programs that can move us closer toward that which ought to be in cities. \nGabriella Carolini is an associate professor of urban planning and international development in the Department of Urban Studies and Planning (DUSP) at MIT\, where she leads the City Infrastructure Equity Lab (CIEL). DESCRIPTION:The Bloustein School will present the 17th Annual Krueckeberg Doctoral Conference in Urban Studies\, Urban Planning\, and Public Policy on Friday\, March 14\, 2025. The conference is organized by doctoral students for doctoral students engaged in urban planning\, urban studies\, health\, and policy-related research across disciplines and universities in the tri-state NJ-NY-PA metropolitan region. Named after Professor Donald A. Krueckeberg\, the conference commemorates Don Krueckeberg’s long-running commitment to doctoral education by providing a one-day forum highlighting doctoral student research at the cutting edge of urban studies\, planning\, and public policy. \nConference Registration: https://forms.gle/rWAx3cMnqyTVtZ5S8 \nConference Agenda \nDoctoral students at any stage of dissertation research are invited and encouraged to present their work at the conference. First-year doctoral students are invited to participate to try out a topic\, and advanced candidates may present sections of research or a finished dissertation\, or anywhere in between. Past presentations have outlined tentative research topics\, surveyed literature\, reported interim findings\, and overviewed completed dissertations. The conference aims to encourage questions\, comments\, and discussions during each session. \nA well-known and respected scholar in the planning profession\, Professor Krueckeberg’s special interests and contributions were in the areas of planning history\, property theory\, and land use policy. His books\, Introduction to Planning History in the United States\, The American Planner: Biographies and Recollections\, and Urban Planning Analysis\, still serve as important references for scholars and professionals in planning and public policy. \nAs a major contributor to urban planning and policy studies\, the Bloustein School’s Krueckeberg Conference showcases some of the most unique and forward-thinking research in the discipline. This event will be presented by Janet Currie\, PhD\, Henry Putnam Professor of Economics and Public Affairs\, Princeton University; Immediate Past President\, American Economic Association\, 2024. \n\nShe will be discussing\, “Investing in Children to Address the Child Mental Health Crisis.” \n\n\nJanet Currie is the Henry Putnam Professor of Economics and Public Affairs at Princeton University and the co-director of the Program on Families and Children at the National Bureau of Economic Research. Currie is a pioneer in the economic analysis of child development. Her current research focuses on socioeconomic differences in health\, environmental threats to health\, child mental health\, and the long-run impact of child health. She has presented her work at universities around the world and in venues ranging from the White House to the European Investment Bank. She holds honorary degrees from the University of Lyon\, the University of Zurich\, and the Università della Svizzera Italiana and is a member of the U.S. National Academy of Sciences\, the National Academy of Medicine\, the American Academy of Art and Sciences\, and the British Academy. She was the 2024 President of the American Economic Association. She is a distinguished CES Fellow\, and a fellow of the Econometric Society\, the Society of Labor Economists\, and the American Academy of Political and Social Science. She was chosen as a NOMIS Distinguished Scientist in 2019 and won the Klaus J. Jacobs Research Prize in 2023. She was named one of the top 10 women in Economics by the World Economic Forum in 2015. SUMMARY:TOD in Your Downtown Forum -- Affordable Housing + TOD: Obligations and Opportunities
DESCRIPTION:This event\, hosted by NJTOD\, Downtown New Jersey\, and NJ TRANSIT’s Transit Friendly Planning (TFP) Program will bring together experts from public agencies\, nonprofit organizations\, and the private sector to share their experiences with affordable housing in downtowns across New Jersey. Affordable housing is not only a legal obligation in New Jersey but also vital contributor to the vibrancy of our Main Streets and the success of equitable transit-oriented development (e-TOD). \nWith the release of the fourth-round regulations of the Council of Affordable Housing (COAH)\, many municipalities across the state will need to plan for additional affordable housing units. The panel will discuss their experiences in developing affordable and mixed-income housing\, strategies for meeting affordable housing obligations\, and approaches to equitably locating affordable housing. Panelists will also highlight best practices for leveraging e-TOD to create new affordable housing in transit-rich neighborhoods. \nRSVP HERE \nNJTOD\, published since 2005\, is designed to keep municipal officials\, planners\, and advocates up-to-date on the potential for development and redevelopment around transit stations. This partnership between NJ TRANSIT and the Bloustein School’s Alan M. Downtowns reflect our communities’ unique identities\, provide a focal point\, a convenient local place of commerce\, and offer a sense of place where people can gather and truly be a community. DNJ provides advocacy\, education\, and technical assistance resources dedicated to ensuring the vitality of our downtowns. \nThe Transit Friendly Planning Program at NJ TRANSIT is a community-focused planning program at New Jersey’s statewide public transportation agency. It offers decades of experience in assisting municipalities across New Jersey with community engagement\, data\, education\, strategic partnerships\, and technical assistance centered around station area planning. The Program strives to promote equitable\, economically resilient\, and environmentally sustainable development that improves the quality of life for all.
