SUMMARY:Introducing a New Inland Design Flood Elevation Dataset for NJADAPT
DESCRIPTION:On July 17\, 2023\, the New Jersey Department of Environmental Protection (NJDEP) adopted its Inland Flood Protection Rule which\, among other actions\, establishes a new Design Flood Elevation (DFE) standard for specific types of new construction and redevelopment. The new DFE is 3 feet above the elevation of the 1% Chance Annual Flood for New Jersey (which is also known as the 100-year flood) or\, where NJDEP flood mapping is available\, 2 feet above NJDEP’s flood hazard area design flood elevation\, if that results in a DFE higher than FEMA’s 1% flood plus 3 feet. \nIn consultation with the NJDEP\, the NJ Climate Change Resource Center at Rutgers University prepared a new data layer for non-regulatory planning purposes consistent with the new 2023 DFE for inclusion in its NJADAPT suite of data visualization and mapping tools. The new data layer provides a crucial understanding of where Design Flood Elevations will change for new construction and redevelopment and can support local efforts to safeguard critical facilities and community assets. \nIt is important to note that the new data layer is meant to be used as a non-regulatory planning tool for reference only and should not be relied upon for site-specific flood impact analyses\, permitting\, or other legal or regulatory purposes. The accuracy of this dataset is limited by the data and methods available to create it. This dataset is not based on survey-quality data and must not be used in replacement of survey data.\nJoin us for an overview of the new data layer. In addition to being an important contribution to New Jersey’s efforts to achieve its goals of reducing pollution that causes climate change\, 15-minute neighborhoods provide residents with easy access to parks\, schools\, gathering places\, social services\, places to buy healthy fresh food\, and\, in some cases\, public transit\, within a comfortable walk or bike ride. \nNear-term\, multi-billion-dollar investments in infrastructure\, a revolution in transportation technologies not seen in a century\, the recalibration of relationships between people and places brought about by the pandemic\, and converging policies related to energy\, health\, climate\, transportation\, and environmental justice provide New Jersey with an unprecedented opportunity to rethink and adjust how we design and build communities. \nJoin Jon Carnegie\, Executive Director of the Alan M. SUMMARY:NJADAPT: New Tools and Critical Enhancements
DESCRIPTION:NJADAPT is a suite of data visualization and mapping tools providing critical support in planning for future climate conditions\, assessing climate change related hazards\, and communicating risks and hazards. Guided by input from our users\, the Rutgers team has thoroughly enhanced NJADAPT with new and updated data\, guidance for applying the tools to local planning\, and numerous new features including links to municipal land-use\, public health\, and hazard mitigation planning. \nJoin Lucas Marxen\, Associate Director\, NJAES Office of Research Analytics\, for an introduction to the latest release of these powerful decision-support tools\, and learn how to use them in your own practice. Products to be discussed include: \n• New Jersey Public Health Adapt: An online tool for exploring the potential impacts of climate change on public health.\n• New Jersey Local Planning Navigator: The first of our guided tools to help municipalities develop Climate Change-Related Hazard Vulnerability Assessments under the NJ Municipal Land Use Law.\n• Updates to NJADAPT Tools: Overview of some of the updated datasets and analyses included in our existing NJADAPT tools.\n• Hazardous Materials/Substances Commercial Facilities Flood Analysis: A statewide analysis of commercial facilities with hazardous materials/substances that could be impacted by flooding\, with correlation to Overburdened Communities.\n• Statewide FEMA 100-Year Flood Zone +3ft Data Layer: Upcoming release of a statewide GIS data layer for planning purposes to visualize the FEMA 100-Year Flood Zone plus and additional 3 feet of flooding as specified under the NJDEP’s Inland Flood Rule. \nThis virtual event is free and open to the public.
