“We need better processes with full participation by minority groups. We need infrastructure investment and maintenance,” he said. “It can’t just be an investment, it must be maintained. Too often it is installed and forgotten.”

State DOT officials responding to the report cited the important role of the Complete Streets program, which promotes designs that have facilities for all users and programs that provide grants to towns and cities to build “safe routes” to schools and transit infrastructure.
