Uncertainty for Obamacare plans, as Washington and New Jersey take different paths

Eight years after former President Barack Obama’s signature law was enacted without any Republican support, it continues to be the subject of bitter partisan divisions. As Democratic-controlled states like New Jersey try to compensate for steps taken in Washington to undo the law, insurers and consumers are left with constant uncertainty.

“I’m glad I’m not a health plan actuary,” said Joel Cantor, director of the Rutgers Center for State Health Policy. “There’s nothing more aggravating to an actuary than uncertainty.”

If his job were to predict risk and set premiums, however, Cantor said, he’d rather do it in New Jersey because of the Murphy administration’s recent steps to reduce uncertainty.
